U-Verse is a grandfathered service only available to current customers. If a current customer moves to an address where U-Verse is available, they may keep it. If a current customer moves to an area where U-Verse is not available, it's lost.
DirecTV has a streaming service in addition to satellite TV. If you wish not to have satellite, their streaming service is their only other current offering.

What problems do you have?
Are you trying to get regular DirecTV (satellite) or a streaming-only version (DIRECTV STREAM / DirecTV via Internet)?
In general you contact DirecTV to order their service and contact U-Verse to cancel theirs. But more details are needed to give you guidance.
