Not sure I understand. What do you mean by "HOA"? Are you in an apartment or multi-dwelling situation? Typically those sorts of facilities are serviced by a "Multi-dwelling unit (MDU)" service provider, not directly by DirecTV. Give us more details and we can advise next steps.

A Home Owners Association (HOA) should not have access to your service and account.
Do you live in a Multi Dwelling Unit (MDU), such as an apartment building or other complex where you have something like a building manager? If so, then that would be a 3rd party setup installed by the System Operator who is contracted (so not installed by DirecTV itself).
This is a public forum, not customer support, but we can provide some guidance if you share more details about the situation.
To be sure, is this for DirecTV (satellite) or DIRECTV STREAM (only by internet)?

I had posted a response to the OP 2 days ago and it looks to have disappeared. Anyway, OP, did you sign up for directv stream, or directv satellite? If it was satellite, your property owner must have signed up with a third-party MDU dealer for the DIRECTV service in each apartment. You need to contact that MDU dealer directly to setup your dedicated apartment account under their management. Thereafter, the MDU dealer can send out a technician to deliver the receivers and wire everything up in your apartment.
