Are the lights blinking Fast or Slow?

Slow 

Have you tried replacing the batteries or taking the batteries out of the remote?

Yes. Brand new. 

Try holding the Fast Forward and Rewind Buttons at the same time while pointing at your DirecTV streaming box.  If that does not work try a red button reset to your Directv Box the red button is on the side of your box hold that in till your box restarts.

If what I wrote did not help I have one more thing that you can try to fix it.

Hello u/padams1885_, usually the remote blinks blue twice when the pairing was complete and successful.  Check out the solutions below.

Disconnect (or unpair) your remote from the DIRECTV STREAM device.
1. Press and hold the DASH (–) and APPS buttons until you see the LED lights on the remote blink blue twice.
2. Restart your DIRECTV STREAM device by pressing and releasing the red button on the side of the device.
3. Point the remote at your DIRECTV STREAM device and press the FAST FORWARD and REWIND buttons at the same time to pair your remote with the device.
