DIRECTV stream app not working

I’m going to shorten this adventure. The app wouldn’t work on my Samsung (2020) model smart tv. It loads but doesn’t work. Works fine on my tablet, not on either Samsung tv. Every other streaming app I use works fine. After 2 days with DRV tech spt and 1 day with Samsung tech spt I went off on my own. 
I’m in an RV using Starlink internet. For kicks I connected the tv to the tv park WiFi. App worked. Router settings are minimal so I opened a ticket with starlink. Their response is that a few other services have had issues too. They are growing their network extremely fast and those services hadn’t kept up with geolocation IP address changes. They provided me with some information that they publish but can’t seem to find anyone to send it to. 
I retired from implementing IP networks 15 years ago. Maybe they are (Edited per community guidelines)’ing me, I can’t say for sure. But I would like to get Directv’s opinion. Right now I’m using a Roku (and Starlink) to stream Directv.

Both of my tvs are listed as supported. One purchased in 2022, the other early 2023. The app works fine on my iPads. 
my tv’s are connected to the router 24/7 so they always have the same IP address. Closest thing to a static IP as I can get. I can’t say the same for my iPads as I frequently power cycle them. If I cut power to my house and everything reboots, the IP addresses may or not change. The router uses DHCP, as does most ISP’s. And Paramount +, max, peacock, abc, YouTube apps all work fine. So I’m using Roku for DirecTv and then the TV for everything else.

I click on the app icon and get the DIRECTV Stream banner screen. Then I get a black screen with three heading topics; on now, my library, and a third that I can’t recall at the moment. There is a row of empty boxes under the under the heading line. To the top right there is SETTINGS and top left GUIDE.  

1. if I select one of the boxes, albeit blank, a message appears that I need a subscription to make a selection. 
2. if I select settings, I get a blank screen with the DIRECTV logo and a OS Version number.

3. if I select GUIDE, a message appears that guide information is not available at this time. 

I’m not sure this will help but the opening screen looks to be in the format of the mobil device app.  It doesn’t look at all like the TV app that I get using Roku.

I have spent endless hours on the phone with technicians who engaged a higher level of tech spt and got niwhere.  I have unloaded and reloaded the app dozens of times. I’ve tried using a couple of emails to create new accounts accounts. 
All I can say is that it’s not my LAN or ISP as my iPads work fine using the DTV app, my same LAN and ISP. It works fine on the TV using a Roku on both TV’s, again same LAN and ISP.  It’s just not working when loading the app on the tv and same network.

I’ve got a write up with step by step pictures of my issue. If any of you DTV techs who have DM’d me want to see it, please DM me back. I will be happy to forward it. To me, it almost appears that the app loading on my tv is the mobile device app
