DirecTV remote turns off TV and box, wont turn them ON

Just went from Cox to DirecTV and my DirecTV remote turns off the box, the TV it adjusts the sound and changes channels however,

it will not turn on the box or the TV. I spent over 1 1/2 hours on phone with DirecTV trouble shooting and have had Samsung look at my TV setups, but still have the same issue. I have already had to unhook the add on soundbar from this TV as they thought it might be interfering with the setup. Can you please shed any light on this issue?
