You might look at Shudder or Screambox they are horror streaming channels but they are by subscription and charge a fee but do not have commercial. Myself most of the movies they show are on Netflix. Also Netflix has a very good horror selection.
How do you decide that therected is no market for something when every channel is in packages? I mean there are a lot of channels that I have on directv that I didn't choose( they're part of packages that I do want ). To explain that having a following is the only way to keep your network alive while there are so many channels leaching on these is irresponsible I think. Do you think people call directv and say I don't want these channel on my package? Of course not. The same thing nearly happened to AMC not too long ago. I know it wasn't because enough paying customers didn't watch the channel. Luckily they didn't get blackballed like chiller did. The paying customer has absolutely nothing to say in the matter, even though they should. It's all about lining the pockets of the ones that only care that the paying customers are paying.

There have been a LOT of those "low-profile channels" to bite the dust recently.
Fox Soccer became FXX.
Speed and Fuel became FS1 and FS2.
G4 and TechTV bit the dust.
