Once upon a time you could have watched on-demand content on a web browser on a PC, but that ended years ago, you could never watch content from your DVR on a browser.

The U-verse Android and iOS app can currently be used to watch on-demand content.  The app may suggest that you can do that when you navigate to a show you have recorded that is also available on-demand.  If you click on the button, you'll be watching the on-demand content, not the recording on your DVR.

It may be possible (I cannot emphasize that may enough) for you to run the U-verse App for Android on the Android Subsystem on Windows 11 or on a Chromebook.  If this works, then you should have the same capabilities as described above for the Android app.  However, as I cannot possibly emphasize enough, it wouldn't be from the DVR.

The only way to watch recordings from the U-verse DVR is on a TV connected to either the DVR itself or another U-verse TV receiver on the same account connected to the same network.

Not possible.  UverseTV has never had the ability to watch recordings remotely.

There was a device called Slingbox that connected to your DVR and you could access your full DVR via any internet connection.

The servers were turned off last November, as more TV providers went to cloud-based technology. However...there's an open-source technology called Slinger which has revitalized Slingbox. If you can find a Slingbox and want to dig in, have at it.
