AT&T U-verse is, AT&T's home based internet service. It is kind of like DSL or Direct Subscriber Line, but without using a phone number to connect to the internet with. Moving forward, AT&T has changed and added AT&T Fiber Optic Internet service, which brings the internet to you with the speed of light.

To answer the question, U-Verse is a depreciated product. Those who have it are allowed to keep it. Those who don't have it cannot sign up.
It's *similar* to cable in the fact that there's physical DVRs and receivers for each TV. However, it works either with fiber to a point in the neighborhood *or* to the customer's address, depending on the setup.
The TV and phone signals take up a little bit of bandwidth, as they use the internet...unlike streaming (such as DirecTV Stream), it isn't a true internet service. It's sort of a hybrid between cable and IPTV.
U-verse was a brand that AT&T applied to its converged Internet/Video/Voice services that it introduced around 2005. It was an unregulated service intended to eventually take the place of the tightly regulated POTS/DSL residential services that AT&T has offered for years.
Soon after the acquisition of DIRECTV, AT&T removed the U-verse branding from the Internet and Voice parts of what had been U-verse, with U-verse TV being the only service maintaining the branding. In 2020 AT&T ceased accepting new orders for U-verse TV.
Since we didn’t successfully sent the OP to Wikipedia, we brought Wikipedia here. <sigh>
But yeah, at some point Att threw in the towel on the Uverse product as a fully integrated offering and left TV to keep the brand name. Even to this day Directv has chosen not to rebrand the IPTV product and has left the att logo even though they own the asset.
