1.6.15.4 sounds like the version that was replaced a year or so ago.  It's the last one that will install on old Amazon Fire TV sticks and older Fire Tablets.  But it won't work with the new servers... you have to download the new version.  I have Version 7.9.7 on my phone.

Just downloaded version 7.11.2

Still doesnt work, cant log in.

Incorrect used ID or password it says. Same as used or my online account. I called ATT support, useless as always.

The historical self-service fix for a login issue is to go to att.com and change the password for the account and then try logging in with the new password.

Should that not work, you had to call in and ask them to "re-sync" your account.  Can you find anyone that knows enough about U-verse at this point to do this?  Who knows?

Now that you are on the correct version, you should be able to log-in using your U-verse TV creds, the same used for primary or sub accounts for email.  

The Titan ID that merged to Mobility or other AT&T services is not supported.
