Sorry but U-Verse TV is a grandfathered service. They stopped selling it some time ago (not accepting new customers) so support is dwindling to just the basics for it. They are moving on with their other TV services. And to my knowledge they have not had an option for random people to submit photos, so the process is internal to the company.
I think every properly supported product I have here has a significant and varied collection of screensavers. It isn’t so much the technology Uverse TV uses, but rather finding someone who gives a rat’s petoot enough to add more variety of pictures, right? But why bother when it’s easy enough to collect an annuity.

Considering U-Verse is a depreciated product, I'm not sure that's possible.
In fact, I don't think it was ever possible.

I'm sure a newer system (Hulu, YTTV) would allow users to upload their own photos. In fact, I'm almost positive.
For U-Verse, I'm sure they'd have to dump Microsoft Media Room or Windows CE or whatever it is they use.
