Repetitive out of service issues
I am a retiree, I have everything with att. I have had and continue to have service issues with my uverse and internet to the point of looking to disconnect all my service and go to a competitor. I have had multiple technician visits and no resolution. The suggestion was made to do att tv..I can't keep my internet up! This is my last ditch for resolution before leaving for a competitor and filing a complaint with WI public utilities.

IMHO, moving from AT&T U-verse TV to AT&T TV would be a step backwards on the reliability standpoint. If your connection is your issue, AT&T TV will be no better, possibly worse.
To help us see your situation, go to http://192.168.1.254/ , click on the broadband tab and screenshot the information tables that show your sync rates, attenuation, noise margin and the error counts. Also, if you can tell us how long it's been since your last reboot of the Gateway (on the System Information page), that's helpful too.

Seems to me if the person’s connection is the issue, such as a line quality issue, and I’m assuming copper here, that would have been addressed by technician on site or even remote support.

Did you change the IP address of your gateway? When you clicked it, were you in your network?

Yes, my network. So a tech came out with two mngrs on line, checking everything. They need a diff tech, they believe something is happening on the line 12ft from the box...tech lingo.WE WILL SEE!
