Is this U-Verse?
Unplug all U-Verse equipment.
Plug the gateway back in and wait for normal operations.
Plug the WAP back in and wait for normal operations.
Plug the DVR back in and wait for normal operations.
Plug other receivers back in and wait for normal operations.
If it still is wonky, call 800-288-2020 and ask for AT&T technical support.

Thank you, I will try that. I have rebooted several times and it works temporarily and then goes back.

Keep in mind that the "whole home reboot" is different from just rebooting one device.

Internet speed is totally (mostly) irrelevant to U-Verse TV, right @skeeterintexas ?
Once again, it looks like a whiff from ATTHelp.
