Using a VPN to conceal your actual location would be a violation of the DirecTV Stream service agreement. I don't think it's actually illegal, but DirecTV Stream could terminate your service if they detect that a VPN is present. Some people use VPNs for many valid reasons, they are not supposed to work for what you really want them to. The fact that some do work, isn't because they are permitted, it's just that they haven't yet been detected and blocked. However, since there are so many different VPNs and proxy extensions out there, I doubt that they could block them all.
