"This program is restricted due to blackout policies"

1.  When I try to watch CBS "FBI:Most Wanted" on my cell the error message "This program is restricted due to blackout policies" appears.

2.  When I try to watch the same recording on my tv, it shows "The Owner of this content has not made it available to stream in this area."

I established my Directv Stream account in California 2021, and never had a problem until 3 days ago when I had to change my email and user name.  My bill to address is still the same - California.  I do not want to watch any So. Dakota/local programs on my cell or tv.  Now, it seems somehow I am locked in to the local area and don't know how to get out of it.

Sounds like maybe your IP address has changed. Who is your ISP?

In So. Dakota I use my daughter's internet connection for wifi, on my cell I have AT&T

I travel between So. Dakota and California and never had this problem until I changed my user email three days ago.  I have been in So. Dakota for the last 6 mos. and never had a problem watching recorded shows on my tv and cell.  My tv has the "box" attached to it and was told the location is determined by the billing address which in my case is California.  Why after I changed my user name and email, the location changes?  Does it matter that I am not using the original email when I set up the account 3 yrs. ago?

Email should have nothing to do with it. Content is based on your billing address and the IP location of the device.

Ok granted I changed the address but it is still Ca., and nothing changed as far as IP location.  Very frustrating

@clawie If anything was in error, it was allowing you to get CA content to begin with. You are out of your home base.

Oct. 3,  2024:  After 3 yrs of no problems, I changed user name now I am getting this message on some dvr recordings, specifically CBS and NBC,  "The owner of this content has not made it available to stream in this area."  The message appears on my laptop and tv.  My billing is California.  Is there a contract dispute going on?

To check for carriage agreement disputes/negotiations: www.directvpromise.com 

However, most likely it is a location issue as it says. Local channels are very strict about where their content may be viewed. Depends how your devices determine location to verify if you are in the same market as your account is authorized for.

If both your TV and laptop are connecting to the same internet connection, you could try resetting your Gateway and see if that will sync it back up.

California and North/South Dakota are not the same market. Sounds like before you were getting content out-of-market that you weren't supposed to. Though changing login info doesn't change what you are authorized for, perhaps the act of making that update caused the service to refresh and corrected any authorization errors that was allowing you to get content out of the area it was allowed.

This is what can happen with local channels as well as Regional Sports Networks (RSNs). They authorize specific content for a specific area/market. When you travel several states over, about halfway across the country, there is no way you're still in the same market.
