Because they don't currently have a carriage agreement. There is no guarantee that every local channel, or local sub-channel, will be on your TV provider.
Directv has been slowly adding CW to many markets in the last few months. There is a possibility that they could add yours also. Just be patient. Until then you could always go on the CW app and watch shows on there for free. Just wondering if you know who owns your local CW station.
