Different providers have different signal paths for live TV sources.

Well I guess YouTube has better signal path if they get rsn and stuff like that they will run the game

I typically watch sports on an up to an hour delay so that I can fast forward through timeouts, injuries, etc. Does 45 seconds mean that much to you?

They can have a sports package regardless of being 45 seconds apart from another. Doesn't prevent them from having it.
I wouldn't worry about seconds.

I’m just saying it’s a good perk to have I gamble a lot and having live tv and apps updating close to the same time is a plus
