As has been explained ad nauseum over the years here in the forums, these commercial break cards are for slots that (formerly AT&T and now) DirecTV have failed to sell commercials, so they don’t have one to show. Lots of carriers have a similar issue (unsold ad slots), but some insert house ads or PSAs instead of just a simple card implying that “we don’t have a commercial to go here”. Why AT&T and now DirecTV don’t do this is unknown - the tech isn’t that hard and many users would apparently find those less irritating.
Sorry, Jrandomuser, no matter how many times "this has been explained ad nauseum over the years here in the forums", you're wrong! I just found the following on another forum for the same subject (that's closed for comments), posted three months ago by someone called PhilSisk:
"DIRECTV STREAM is replacing commercials on certain channels with different commercials. ... On these certain stations (TBS, TNT, TV Land, CMT, Nickelodeon...), when the commercial break starts, if you change the channel for a couple of seconds and then change it back, the original programming commercials will be showing."
I just tried what he said, and he's absolutely right. The commercial break card goes away and the original commercials are there. It works every time.

You can always change services. That should resolve your issue. Be aware that all streaming service have commercials.

It's either that or get one of those cheesey local business commercials if they fill that spot where they have the music and we'll be back soon..
