C-SPAN 3
I have used several different TV providers over the years, and I have always selected the three C-SPAN networks as part of my packages. Since C-SPAN is sponsored by all of the TV providers, I am trying to figure out why only C-SPAN and C-SPAN 2 are available through DirecTV. I like to watch the hearings live, on television, rather than on a computer or tablet, and most of the life hearings take place on C-SPAN 3. Every time I called DirecTV, they say that I need to contact my provider. The opposite is true. The C-SPAN staff simply laugh when I repeat this to them, because they know, and I know, that it is DirecTV that chooses not to broadcast this network. I can switch back to one of my other providers, but I am trying one last time to pose this question.

They don't have an agreement. Anything more is private between the companies as to the specifics ins and outs why there is no agreement to broadcast through the DirecTV service.
So if you want it you go to their website/app instead.

Oh heavens. I misspoke or rather miswrote: every time I called DirecTV they tell me to call the station, and when I called the station, they say the provider (DirecTV) chooses what to stream.

Essentially both sides didn't come to an agreement. Anyone you talk to isn't go to tell you private company info, if they even are privy to it in the first place. Since customers aren't at the negotiating table we will probably never know the specifics.
If there is a dispute/renegotiation for channels already carried, then we tend to get a bit more info. But it is still general to give us a broad picture of the situation as the specifics stay behind closed doors.
