MSIDENTITY_009 Error trying to register new account

I signed up for a fiber/Directv bundle through AT&T today.  When I click on the "Register" button in the email I received from Directv it takes me to a web page that says "something went wrong".  When I go through the process to create a new userid, I provide the zip code, phone number, and email associated with the account and I get the MSIDENTITY_009 error.  I've spent 2 hours on the phone with Directv support with zero progress.  I did a trial account earlier this year using the same email address, but I logged into that account and changed the userid, email, and recovery email on that trial account so there's nothing linked to the email address I'm trying to register with.  I can't use a different email address - Directv won't let me.  The unactivated account is linked to the email I gave AT&T. 

I've tried different browsers, deleted cookies/cache, etc. One of the "support" people I talked to say once you've used an email address within the Directv system it can't ever be used for any other account or service again...  Another one told me the MSIDENTITY_009 error was a known issue and to try again in an hour.  Honestly the phone support has been useless so I'm hoping someone on here might have better advice.

I did try the email - that's the second sentence of my post.  That was the first method I tried.  Then I tried the "create your userid" function where you supply the zip code and last 4 digits of the credit card on file.  Those are the only two options provided and neither of them worked.
