DirecTV Stream Local Stations for Shared Condo

I am a member of a partnership which owns a beach condo with 10 owners (Fractional Ownership). Unlike a timeshare, we are self managed. The Condo Owners Association (COA) is in process of upgrading from AT&T Uverse to fiber for all units (104 condos). As part of this transition, they are dropping the community based Uverse TV and the individual condo owners will be obtaining there own TV streaming service(s). 

My question concerns how the local stations are determined. I have read various posts that suggest it is based on billing CC address, or just billing address, or IP address of the location. We need any service that we pick to be able to view the local channels for Charleston, SC as that is condo's location. Therefore, if the locals are based on any form of billing address rather than IP address, DirecTV Streaming will not work for us and would also not be a good candidate for other condos owners, as well. 

As a side note, I have read posts about changing the locals via the Directv Streaming box but we are looking for a service that is compatible with Samsung Smart TV's (we have four of them) without the need for a separate boxes. On the positive side, we do find Directv Streaming appealing in that it has a look and ease of use that most might serve multiple users. 

I am planning to report the results of my findings with the condo association so I appreciate any help in addressing the above noted concerns.

First, if you are looking for a service to be used on a Samsung Smart TV then the suggestion would be to look for another service. The app for the Samsung Smart TV is extremely buggy and has been for years. There has been very little improvement in the app. Most owners have opted to go with external devices if they still wanted to pursue the service. As for local channels, and regional sports, the service is based on your billing zip code and the IP address assigned by your ISP provider.

If I am understanding this response correctly, if our billing address is in Charlotte, NC as it would be because our Managing Partner lives there then the local channels for the condo on the Isle of Palms, SC will be Charlotte Local Channels. That will be a deal breaker for us and most of the other 104 condos. I will pass the word that they will need to consider another streaming service if they want local channels for the Charleston, SC area.

Yes, you are understanding that correctly.

 I may also bring up that DIRECTV STREAM restricts the amount of streaming devices that can concurrently stream at once. I know this is a restriction with many other streaming services as well, so keep this in mind as you look for a substitute.
