What you are seeing for 84.99 is the Directv Via Internet plan---with 24 month contract. You would also have additional fees on top of it on that plan. Plus the 84.99 will go up to regular price when the contract expires. 

Advertisements are the intro promotional rate. That is also only the package portion, not the entire bill. DirecTV (satellite) and DirecTV via Internet have receiver services, RSN fee, and 24 month service agreement. DIRECTV STREAM has no contract or added fees.

So what you see advertised is TEMPORARY for new customers. Goes to regular price afterwards.

Do they ever advertise for non contract package? How will anyone ever know what the price is for a non contract package?

No. They want everyone to subscribe to DirecTV Via Internet where money is made by the device, fees, and of course the contract.
